The objective of this report is to explain how to conscientisize a career counselling session. The conscientization process involves creating a formatted transcript of a session, which is then separated into utterances. An utterance is one or more words that express a certain meaning. Each utterance is then classified based on expressional structure of career story. This expressional structure has three types of expressional technique: tense, viewpoint, and subject. Each type of expressional technique consists of the following categories of expressional method: now, past, present for tense; outer, general, inner for viewpoint; and matter, sentiment, reasoning for subject. An utterance is thus classified by selecting a category for each type of expressional technique. To assist the above process, we have created a software program called CareeTalk. This software takes the formatted transcript, separates the transcript into utterances, and provides statistical analysis based on the frequency of the category of expressional method as explained above. We will demonstrate how CareeTalk works, and describe how the analysis can be used to help the counsellor.

Many countries are seeking to improve health care delivery by reviewing the roles of health professionals, including nurses. Developing new and more advanced roles for nurses could improve access to care in the face of a limited or diminishing supply of doctors. It might also contain costs by delegating tasks away from more expensive doctors. This paper reviews the development of advanced practice nurses in 12 countries (Australia, Belgium, Canada, Cyprus, Czech Republic, Finland, France, Ireland, Japan, Poland, United Kingdom and United States), with a particular focus on their roles in primary care. It also reviews the evaluations of impacts on patient care and cost. The development of new nursing roles varies greatly. The United States and Canada established ‘nurse practitioners’ in the mid-1960s. The United Kingdom and Finland also have a long experience in using different forms of collaboration between doctors and nurses. Although development in Australia and Ireland is more recent, these two countries have been very active in establishing higher education programmes and posts for advanced practice nurses in recent years. In other countries, the formal recognition of advanced practice nurses is still in its infancy, although unofficial advanced practices may already exist in reality. Evaluations show that using advanced practice nurses can improve access to services and reduce waiting times. Advanced practice nurses are able to deliver the same quality of care as doctors for a range of patients, including those with minor illnesses and those requiring routine follow-up. Most evaluations find a high patient satisfaction rate, mainly because nurses tend to spend more time with patients, and provide information and counselling. Some evaluations have tried to estimate the impact of advanced practice nursing on cost. When new roles involve substitution of tasks, the impact is either cost reducing or cost neutral. The savings on nurses’ salaries, as opposed to doctors, can be offset by longer consultation times, higher patient referrals, and sometimes the ordering of more tests. When new roles involve supplementary tasks, some studies report that the impact is cost increasing.

It identifies outstanding initiatives and good practices from around the world, and gives insights into strategic choices and experimental practices that different countries have undertaken in their attempts to match skills supply with labour market demands. The examples provided make this publication a useful tool for labour market actors such as training providers, guidance and counselling officers, administrators and researchers. It is especially valuable for managers and professionals working in organisations that provide employment services.

This book investigates the global transformation of higher education in relation to changes in the labour market. It focuses on the relative impact of elements of globalisation on social inequality, and provides insights into the ways in which these general forces of change are transformed into specific policies shaped by global forces and the various national values, institutional structures and politics of the specified societies. The book begins with a theoretical conceptualization for a comparative understanding of globalisation, higher education, labour markets and inequality. This is followed by a range of accounts from an international selection of contributors of the ways in which national systems have responded to the forces of globalisation and the increasing demand for higher education graduates - in Australia, the Czech Republic, Germany, Japan, New Zealand and the UK. More specific issues explored include the transition from higher education to the labour market in China and Sweden, the division of the ‘knowledge’ workers into traditional social groups in the US, and the role and salience of doctoral programs in South Africa in developing a knowledge economy.

In the context of a broader research study on the intercultural understanding of teachers in Australia, Japan and Thailand, this paper focuses on approaches to learning and the role of assessment in shaping such approaches. Popular contrasts portray Asian learners as compliant and favouring rote memorisation and Western learners as independent and favouring deep, conceptual learning. Yet Asian students frequently outperform their Western counterparts in competitive tests purported to measure higher cognitive skills. Data from the present cross-cultural study suggest it is more than a Western misperception, being shared by teachers in Japan and Thailand. With this background, this paper then explores the role of assessment through an analysis of examination papers in the three countries at the high stakes, year 12 level. This analysis of the ways in which knowledge and comprehension are assessed identifies different practices across cultures but not ones corresponding to the rhetoric on contrasting approaches to learning. Rather it concludes that assessment tasks classified superficially as comprehension can be approached through memorisation and conversely, those often classified as memorisation can require careful reading, thought and interpretation, while drawing from an extensive knowledge base.

This report describes how the education system in the United States compares with education systems in the other G-8 countries - Canada, France, Germany, Italy, Japan, the Russian Federation, and the United Kingdom. Twenty-seven indicators are organized in five sections: (1) population and school enrollment; (2) academic performance (including subsections for reading, mathematics, and science); (3) context for learning; (4) expenditure for education; and (5) education returns: educational attainment and income. This report draws on the most current information about education from four primary sources: the Indicators of National Education Systems (INES) at the Organization for Economic Cooperation and Development (OECD), the Progress in International Reading Literacy Study (PIRLS), the Program for International Student Assessment (PISA), and the Trends in International Mathematics and Science Study (TIMSS).

The paper empirically examines labor-management communication concerning in-house training programs and its relation to the actual on- and off-the-job training policy and wage structure. Using governmental datasets from Japan, we study how different labor-management communication institutions may affect the training interests of employers and employees differently. We classify these institutions in terms of whether they have a legal (i.e. statutory) foundation ('de jure') or not ('de facto'). We find that collective bargaining, with legal grounds, may crowd out employees' willingness to communicate about training. However, the existence of 'de facto' communication channels such as joint labor-management councils or shop floor committees is positively correlated with both on- and off-the-job of training. At the same time, the existence of unions is positively correlated with the steepness of wage profiles for mid-career workers, which is consistent with the fact that employers and employees assume a long-term relationship. Thus, we show that a multi-tiered structure of labor-management communication, together with a long-term orientation toward the employment relationship, contributes to strengthen employees' voice in training matters.

After an initially successful labour market response, the UK has seen the largest employment rate drop in the [Group of Seven] G7 since the [Coronavirus Disease 2019 (COVID-19)] pandemic started. This is despite a recruitment crunch for many employers and is driven by rising numbers of people over 50 and with long-term sickness leaving the jobs market. 1.7 million economically inactive people say they want to work, including 63 per cent of those in their 50s who've left work in the pandemic who also say they would like to work again if they could find a job that matches their skillsets and offers flexible working opportunities. This is not a common picture in other countries. In fact, the report shows the UK is an international outlier, seeing the biggest drops in over 50s in the workforce of ten major countries studied. We currently have crunches in recruitment and labour market participation. Employers and the Government need to find ways to support people back into the labour market - growing supply rather than putting the brakes on a smaller, overheated economy.
